Defusing a Chrono Bomb Step ?
I found a customer service # from one of the old DTP fliers but the number isn't a real phone #. Hopefully it helps.
Anyway, here's all I know about this step.
1) Turn the Switch to Up
2) Press the red button and crank the crank 5 times to charge the device
3) Flip the Quiet switch and make sure the voltage is above 4 volts
4) Dial Customer support
